Overview
「Bibli」は武蔵一宮氷川神社の参道に位置し、地域の雰囲気に合った静かな住宅地の入り口にあります。かつて旧大宮図書館として親しまれた施設で、2019年に図書館の移転に伴い閉館しました。さいたま市は土地建物を10年間賃貸し、株式会社戸田建設関東支店を中心としたコンソーシアムの案が採択され、施設名「Bibli」が与えられました。このプロジェクトはさいたま市初のPPP事業で、異なる分野の4社が連携して施設の再生と運営に取り組んでいます。
"Bibli" is located on the approach to the Musashi Ichinomiya Hikawa Shrine, at the entrance of a quiet residential area that harmonizes with the local atmosphere. Formerly known as the Old Omiya Library, this facility was beloved, but it closed in 2019 due to the relocation of the library. The city of Saitama leased the land and building for a period of 10 years, and a consortium led by Toda Construction Kanto Branch was selected. The project was given the name "Bibli." This marks Saitama City's first Public-Private Partnership (PPP) project, where four companies from different fields collaborate on the regeneration and operation of the facility.
What I did
事業計画では、株式会社戸田建設関東支店が主体となり、投資改修を行いました。運営は戸田ビルパートナーズがビル管理を担当し、自転車を中心としたコミュニティづくりは一般社団法人バイクロアが担当しています。当時私が所属していた会社、株式会社キャンプサイトは企画、設計、およびタウンマネジメントを担当し、施設のブランドづくりに注力しています。1階には生鮮物販やコーヒースタンド、ベーカリーなどの商業空間を設け、上階にはスモールオフィスや観光国際協会を誘致しています。プロジェクトは2021年に採択され、コロナの影響下でも地域のコミュニケーションの場となるような施設を目指しています。
In the business plan, Toda Construction Kanto Branch took the lead in investment and renovation. Toda Building Partners manages the building operations, while BikeLoa, a non-profit organization, is responsible for creating a community focused on bicycles. The company I was affiliated with at the time, Campsite Co., Ltd., handled planning, design, and town management, with a strong focus on building the facility's brand. The first floor features commercial spaces such as fresh produce retail, a coffee stand, and a bakery, while the upper floors attract small offices and the Tourist International Association. The project was adopted in 2021, aiming to become a facility fostering local community interactions even amidst the challenges posed by the COVID-19 pandemic.
